Why dog lovers possess this preconceived notion that small breed puppies are more hard to train than medium sized or larger dogs, I will never be able to understand. Housebreaking a puppy, no matter what its size should never be difficult.
Small dog training, is no different from training a pup of any other size. Whereas training any pup will have its peculiarities, according to its breed, most all other aspects remain exactly the same, and the method to training the puppy should not be different, irrespective its size.
Never the less, I will grant an allowance here, and accept that small dog training may pose problems in two aspects, (1) Aggression and (2) Puppy crate training. Nonetheless, this is not because the size of the dog breed is small, but in every instance, because of the owner.
If a small breed puppy dog is aggressive and cannot be disciplined, or if a small breed puppy cannot be potty trained or poses complications in being bathroom trained, it is the owner who has not knowingly contributed to this problem. Let us examine how and why.
Aggression.
Smallish dogs are liked because they are cute, they are like toys. Owners enjoy having their dog sit on their laps. This kind of indulgence is where the trouble begins. The natural aggressive character of the dog, is to claim ownership over its domain, its food, even its master; all dogs need to be the alpha dog.
It is the aggressive streak in the dog that causes it to place itself on the lap of its owner, above all when there are a number of people present in the room.
This is a obvious act of aggression. Instead of chastising and checking the animal, every owner with the exception of none, would fondle the dog, although it jumped on to their lap unbeckoned, encouraging the aggressive streak in the pup. As a result the owner has given into the dog's instinct to be the alpha dog.
Growling and getting mad at a a bigger size dog is another blatant act of aggression. To the owner, and even the people around, this is seen as cute, because one dog is small while the other is big. Most owners shower affection on the pooch instead of admonishing it, when it demonstrates this aggression against a larger dog.
The above mentioned are but illustrations as to why small pet dogs are aggressive, and definitely not because small dog training is very difficult.

Owners are inclined to carry their small dogs around no matter where they go, even when they are in the house and that makes it plain difficult to house break them
It comes natural to the owners of smallish breed dogs to cart the animal to the area where the dog should do its dirty business and then cart it back into the house.
